Setting length first lets the writer plan the pacing: how many scenes, how long the opening runs, where the turn falls. Short-form tools offer durations measured in seconds, from Kapwing's 10 seconds to a minute or Revid's 10 seconds, 30 seconds or 2 minutes. Toonkit goes up to 20 minutes.
